This is exactly what happened to me last year when I imported via a
reseller at Amazon my LS14 only Japanese and English while my friend
who bought his in a shop in France got all below languages.

Hi!
A note to anyone thinking of importing this recorder from another country.
If you don’t order the recorder locally then you may have trouble
getting the recorder speaking or displaying your local language.
This was brought to my attention earlier today by a friend who didn’t
buy his LS-P4 locally but bought it in Japan and had it imported into
Australia.
When he powered up the recorder the machine started talking in Japanese
which isn’t really want he wanted though a surprise nevertheless.
Thankfully between us we were able to set the Voice Guidance and
Display languages to English.
We also discovered that my model (Bought in Australia) more languages
to select from for Voice Guidance and Display than the Japanese version did.
The Japanese version only offers Japanese and English languages whilst
the version I have offers all the European languages I can think of
which include French, German, Spanish, Italian and Sweedish
