Hi Steve, It's really a matter of personal preference. The over the ear tend to be more noise canceling then the ear cup versions, but if you want your surrounding noise to be part of your listening environment you should get a pair of open headphones. When I master I definitely prefer fully closed headphones! But it's because I'm no longer the youngest kid in town, so I can easely loose concentration and loose important deetales in the mix, if everything else isn't keeped away from my listening.

These usually have the driven element closer to the ear than the ones that cup the ear, as well as letting the wearer hear more external sounds.
