Hi,
this is not a bug. Decimal separators are locale dependend and in Germany the
decimal separator is a comma. Entering a decimal number with a dot in a german
locale interprets as a date. This has been slightly changed for OOo2.0 Have a
look at the spec at :
http://specs.openoffice.org/calc/ease-of-use/enhance_number_recognition.sxw
In an english locale it's vice versa.
