This is not a defect in OOo, OOo currently works as it was designed (we never
differentiated between documents and templates).
If we want to have this feature implemented, it must be done before beta,
because every template created with versions before the change will never be
recognized as a template in SO anymore, only as a document.
The estimated engineering effort is 1 day. Adding QA etc. to it: is it possible
to do it for beta? If not, we will never implement this.
