dvo: Hmm, some more detail: The spec currently specifies a (XML) 'Forms Toolbar'
and a (XML) 'Controls Toolbar'. Both are initially visible and floating in the
upper right document area.
The current (eforms4) implementation offers multiple controls toolbar, with only
an 'more controls' toolbar being initially visible.
