The cited page is obsolete, since the welcome dialog has been re-implemented in
the meantime. I'm going to add a note to the page about this.
The new dialog is probably specified somewhere at http://specs.openoffice.org,
but I don't know where, since I didn't implement it.
For disabling it: Try setting the "FirstStartWizardCompleted" value to "true" in
Setup.xcs (not xcu, replace "data" with "schema" in your path.
