This set of visible layers exists also at the page views which when painting a page pass it to the DisplayInfo object. In this case the visible layers of page and page views are not synchronized properly. The experiment of setting the visible layers of the page to the first page view when the visibility of the master background is toggled led to almost the desired behaviour: the background was not painted when the menu entry was unchecked.
