This is the meaning of "offset": If you type in 15 there, then you say, "Do not
show me the number of the actual page, but show me the number of the page which
is 15 pages ahead." And if your document has not got so many pages, it will show
nothing.
If you want to assign a new logical number, which differs from it physical
position, to a page, than you have to use a pagebreak.
