There is no "above mentioned offset value" in file /text/swriter/02/18030300.xhp
However, the offset value is explained in file /swriter/01/04090001.xhp, where
we have the following note:
If you want to change the actual page number and not the displayed number, do
not use the Offset value, but choose Insert - Manual Break, and then select a
new page style.
