Yes, this is one possible solution. Another one would be to use license.rtf for
the installer and LICENSE_<ISO> for the user installer (e.g. after the first
start on GNU/Linux).

License should contain GNU LGPL text for OOo.

I meant both the installer on Windows or the first start wizard on GNU/Linux
