It is not as easy as it seems to be, because for single quotes and apostrophs
the same key is used. So you have to make a rule which fits in most of the
cases. Here the rule is, that after a blank a opening quote is used and when
there is no blank a closing quote is used.
I think, that there cannot be a rule which fits to all cases.
