I can't see any bug here, the report is a description of the world "as it is".
All limitations are known, everything works "as designed", and for those needs
there are solutions - of course some handwork is required.
Of course, it would be a fine new feature if OOo would be able to split a big
spreadsheet on writer pages automatically, but that's not an easy thing. If you
paste a complete spreadsheet, how can internal references be retained ....
