I have implemented composed characters, I will generate indexKey string as
following,
<IndexKey phonetic="false" default="true" unoid="charset">A-C {CS} D {DZ} {DZS}
E-G {GY} H-L {LY} M-N {NY} O Ő P-S {SZ} T {TY} U Ű V-Z {ZS}</IndexKey>
to make (Ö and Ő) as same index, you need to make it only one entry in indexKey,
and implement collation algorithm proposed in i61935.
BTW, the unoid for index and collation should use same name.
