On Windows, setofficelang.exe *does* react to command line arguments, and it
writes results to stdout/stderr.  The problem probably is that setofficelang.exe
is a GUI application (see configmgr/source/cmdtools/makefile.mk:1.10 l. 45),
whose stdout/stderr output is not displayed in a Windows Command Prompt window. 
 Try

  setofficelang -l | more

to at least see stdout output.

Jörg, is the comment in the makefile.mk still relevant, that setofficelang.exe
has to be a GUI application?  If yes, I will probably close this as WONTFIX, as
setofficelang is not intended for end users anyway (see
<http://www.openoffice.org/servlets/ReadMsg?list=allfeatures&msgNo=896>), and
there is a workaround.
