Here is what went wrong and how to fix it.

Problem with the Issue Tracker is the way it is layed out and it's help page
located at:

The only relevant part of the Issue Tracker to a user who is trying to find a
bug is the unamed section third from the bottom (which you cannot even see when
page first loads). There is no indication on the page that this is where you
input your search terms; i.e. users search on terms like 'chart fonts', not on
Issue numbers or Resolution or Status. 

If you go to the  help page above and and read all 17 sections of it, you will
find there is no mention of where to input your search terms and more
importantly how to change default settings in query from "case insensitive 
substring"  so you can find issues related to "fonts in charts"

If you  keep surfing help pages- I spent 1/2 hour couldnt find a single entry
about setting query options for this section. 

I finally came across external link to Bugzilla help file which explained I
needed to change default setting to "all words" before the query "font chart"
would return any hits:

HOW TO FIX PROBLEM:

1. Put most relevant part to users of Issue Tracker query page  at top of page
and give it a title like "Search Issue Tracker Database for the following:

2. Change the default to 'all words' ; that way you will at least get some hits
so you will know that the query is actually being processed. from the feedback
you receive from this you can then experiment with the other options. In my
case, since I wasnt getting any hits, I could not tell which of the 15 or so
options available on the page I needed to change to get something. 

3. Put all the other things you can seach on like OS, version number etc.
underneath the top section and clearly label them  "Other options- (default for
these is ALL)"  That way, if someone is not getting any hits they know it is
because of their search terms (like "chart" and "font" ) and not because they
have not set the version number to the the correct value.  


4. Put whatever search criteria developers most use in a separate box in top
right corner. That way it is quick and convienant  for them without throwing off
users.
