Thanks for reacting to my issue. But you are wrong in my opinion. There
is no reason why restarting the numbering should be mandatory, one
should definitely let this choice to the user.
See my doctoral thesis at
http://www.rwi.unizh.ch/oberassi_schlauris/Dissertation.pdf for an
example (and I am not the first to invent continuous numbering, it is
very common in scientific literature... ). You can get continuous
numbering with all other word processors I know (Word, FrameMaker - with
the latter I did my thesis). Therefore I suggest you open the issue again.

Of course, this paragraph will start always with "1". It is in second level of
the numbering. Right above it, there is a First level of the numbering, thus,
the lower levels will all be restarted then!
