I am running OpenOffice 2.0.3, and I am also having problems printing to an HP
2100 Laser printer, using the HPIJS/Foomatic printer driver with CUPS.

After attempting to follow the directions listed here:

I discovered that none of the envelope orientation options actually rotate the
print sample; the address information is always put at the bottom of the sample
page.  I do not have any rotation options for the printer driver itself through
CUPS.

When printing onto an envelope instead of a letter-size sheet of paper, the
envelope consistently emerges blank - presumably because the text is written to
the drum before or after the envelope passes through it.

I have also successfully printed envelopes to this printer with MS Word 2000 in
the past.
