ahh! thats something I didn't expected. I thought a content enumeration should
not be allowed to be empty because in this case the correponding service MUST
NOT appear in the list of services returned by getAvailableServiceNames(). So
this requires a completely different treatment of XContentEnumeration in the
code. This should just be a warning that this might lead to problems with
already written code, because people might assume that they always get a non
empty enumeration if the service appears in the list of available services.
