2006 -------
Problem:
A dialog waiting for user actions is hidden behind another dialog.
An illustration attached would help everybody understand this.

User Scenario:
Recovery process has stopped after one file had been successfully 
recovered. I am waiting for several minutes, but nothing happens. 

There were some new documents that I entered much information to 
but had not saved yet. What shall I do? Support call? Shouldn't I 
had used this software? Please, please, help me out!!

... 

Aha! There is a shy dialog [1] waiting for me behind the big dialog.

[1] "The file contains links to other files. Should they be updated?"

Expectation: 
A dialog attempting to notice something should not be shy but 
should appear in the front.
