Can't reproduce with m197 (or any earlier version for that matter) on WinXP.
I think that some file in user profile is corrupt.
To confirm this please close quickstarter, open c:\Documents and
Settings\YourUserName\Application Data\OpenOffice.org2 and rename "USER"
folder to something else. Then start Writer and see if Format\Page and
File\Properties work. If they work then please zip original USER folder and
attach it to your issue.
