This sounds more like a thing you should configure in the printer configuration
tool of your distribution. OOo does not know anything about printer specific
settings and their defaults by itself, it is told so by the CUPS print server.
And if that says, the default is to print black text using colours, then the
default it is. I agree of course that this is a stupid default, but please
configure this option system wide using the printer administration tool of your
Linux distribution.
