apparently introduced in OpenOffice 2.1, and seen under both XP and W2K..

When you open a document you must ALWAYS re-enable any desired user-defined
dictionaries.  This occurs every session, and is time consuming.

Previously these settings were (a.) global, and (b.) retained if changed.

Possible better behavior would be to retain 'per document', and that may have
been the intent.
