SBA: I did (on Win XP):
Start OOo 2.04
New document
[-> opens empty document at 100%]
Insert text
Double-click Zoom button in status bar at the bottom
set Zoom to 130%
Save document
Close OOo 2.04
Start OOo 2.1
Open that document
-> Zoom is at 130%, size on screen is the same.
Note: Same in forthcoming OOo 2.2 pre-RC (OOF680m7)
I could only force the described behavior by changing the UI scale:
Tools - Options - OOo - View -> User Interface Scaling set to 80%
Only then I have that effect, but this is desiged behavior.
=> Set to Worksforme.
