The Help Agent window is too big. So, when it pops up, it distracts users, just
like the MS Word paperclip does. It should be shrunk into a tiny 16x16
lightbulb icon that fits in the status bar.

The Help Agent should not trigger when the user types a quotation mark (") in
Writer.

Many people dislike the Help Agent. See bug 74677 to see some opinions. This
would reduce this dislike.
