(I assume you are talking abour RGB to CMYB conversion).
While I do not understand how you arrived from 181 12 0 (RGB) to 0 90 84 32
(CMYK) I agree that color creator tool seems to be incorrect.
Converting 181 12 0 (RGB) using
http://www.easyrgb.com/calculator.php and
http://www.usq.edu.au/users/grantd/WORK/216color/ConvertRGB-CMYK-Grey.htm
and manually calculating it with formula at
http://www.codeproject.com/tools/xcmyk.asp
produces 0 0.93 1 0.29
Office generates 0 0.66 0.71 0.29
So I am confirming that issue exists with our color converter.
