Yes, there is a special reason for this. The letter wizard shall be available in
more languages that the installed OpenOffice.org. Therefore there is a package
with selected languages that is installed independently from the language of the
installation set into the directory
<ooo-home>/share/template/wizard/letter
Additionally there is the possibility to expand the functionality of OOo with
language packs. The content of the language packs is installed into the
directory
<ooo-home>/share/template/<lang>/wizard/letter
The second directory contains language specific files.
Unfortunately this process makes it possible, that some files are installed
twice. But the big advantage is, that the letter wizard is available in many
different languages independent from the OOo language.
Therefore this works as designed.
