The SortList is _generated_ from the locale data for the locale the Office is started in, as long as no SortList entries are stored in the user configuration. Of course, if the user modifies or adds SortList entries the entries are written to <HomeDir>/user/registry/data/org/openoffice/Office/Calc.xcu. And no, no SortList should be present as default in <InstallDir>/share/registry/data/org/openoffice/Office/Calc.xcu because then the initial list would not be generated from the locale data anymore.
