Works for me as designed. OOo uses the system file dialog but customizes it with
the mentioned checkbox.
Because I've implemented parts of the OOo system file dialog I know that it's
the system file dialog and therefor I'm referencing other applications using the
same dialog - it's just that simple.
The other applications always use automatic file extension in system file dialog
therfor there's no check box.
The behaviour is as designed.
