No, "clicking on the "All" button in the dialog is no solution", because the
issue
was not how to add Tabs to TOC on all levels.
The issue was and is: while adding Tabs to TOC only header level 1 if formated
properly other levels are not formated properly.
Adding Tabs between #E and E is necessary because OOo2.2.1 does not create a
proper TOC.
