The following is an account of my measures after reading your answer:

1. A complete uninstall using the Control Panel's uninstall applet
2. Deletion of the "OpenOffice.org2" folders inside the
"C:\Documents and Settings" folder tree.
3. Deletion of all keys named "OpenOffice" in the registry.

Installed the normal(i.e. English) OOo from download.openoffice.org,
(I downloaded it again, just to make sure)
which is identical to a) above, i.e.
a) OOo_2.2.1_Win32Intel_install_wJRE_en-US.exe from
http://ftp.services.openoffice.org/pub/OpenOffice.org/stable/2.2.1/

Armed with my newfound knowledge about Linguistic.xcu in C:\Documents and
Settings\Administrator\Application Data\OpenOffice.org2
\user\registry\data\org\openoffice\Office\
I decided to TEST how the normal(i.e. English) OOo from download.openoffice.org
behaves ON ITS OWN...
.
...and I was able to RECREATE the problem smoothly!
This is what Linguistic.xcu looks like at THE FIRST START:
