After a big section spanning several pages OpenOffice renders empty pages if
layout-cache does not exist in the document. 
Our documents are generated via XSLT, so layout-cache is not available. Also
OpenOffice should be able to read correct ODF-files created with other
applications. 

I can reproduce the effect for OOo 2.0.4, 2.1.0, 2.2.0 and 2.2.1. other versions
have not been tested. The number of empty pages generated by OOo differs from
document to document. Additionally sometimes documents are displayed correctly
and you need to reload the document several times to get the error.

To get this effect you can

 - create a new writer document
 - add on line of text
 - add a section
 - insert a table in the section with 150 lines and 5 columns
 - add a hidden paragraph directly behind the table
 - add some lines of text below the section
 - add a table with 200 lines and 5 columns
 - save the document to doc.odt
 - unzip doc.odt, delete layout-cache, repack the document
 - when opening the document now there should be some empty pages between the
lines of text and the second table

Additional things observed: 
 - You don't need to use tables - even blank lines in the section will lead to
the problem. 
 - Using tables is just good to produce many lines quickly. 
 - It seems that the effect depends on the size of the section.
