A per database or per form setting to address this issue is not ideal.
If the software can't be made smart enough to figure out when a field is NOT
NULL with a default value, it would be much better if the check could be
disabled per field instead of per form or per database.
It's perfectly reasonable for a database to have some fields that are specified
as NOT NULL with a default value and have other fields which are specified as
NOT NULL with no default value.
