I would assume that this message is about needing this library. This is a known
problem that can be workarounded by installing a new version of the IE. We've
decided that we won't fix this because
- Win98 with an outdated and unsecure IE won't be used very often
- the old setup for OOo 1.1.x is end of life and due to missing resources we
won't fix this.
