Seems that part of the export chain thinks it's UTF-8 (correct encoding to use
nowadays) and at some point it's read as ISO-8859-1, breaking non-ASCII
characters (are you sure that's OO.o which is wrong and not your tools?).

Using entities like you suggest is completely wrong. Wiki syntax is supposed to
be human-editable and entities completely defeat this purpose.

What you need to find out is at what point the fact the text was UTF-8 encoded
was lost. Do your mediawiki force a non-UTF-8 encoding?
