It is not possible to protect a document against editing. As the document must
stay readable, the content can't be encrypted as in case of saving with
password. So everybody can access and modify the the document at least on the
XML level, but also with any other ODF compatible application.
This makes clear: if someone wants to change your document, you can't prevent
it. You can either trust your colleagues and just protect your document against
*inadvertent* changes (use Tools-Options-Security-File Sharing options) or you
can digitally sign your document. This will not prevent changes being made but
you or anybody else knowing your signature will immediately see when the
document is modified when you get it back.
Your RFE can't be implemented in a free and open file format. Password access to
documents without encrypting the content is a child's toy and only gives an
illusion of security. But we have good alternatives.
