Both, collation and index order, show this behavior of sorting W before V, even
though the locale data's IndexKey element clearly states that V should go
before W.
@khong: Karl, do you have an idea what may go wrong there? Note that the new
IndexKey in question currently is only present in CWS locdat24, et_EE.xml
revision 1.8.150.1, not yet integrated.
