I'll talk tomorrow or Thursday with representative of Institute of the Estonian 
Language, lets see. At least, a and ä (and other similar pairs) cannot be 
primary equivalent in Estonian, its impossible. These and other pairs with 
umlauts are quite different vowels and are never derived from each other (like 
in German 'Apfel-Äpfel'). I just took several books with index from bookshelf 
and everywhere are umlaut letters in their right place, after v(w) and before 
x, y.
Usage of v and w differs, in some publications these are all sorted together, 
in some first v, then w.
