I wanted to edit the csv file in a text editor because I can't attach the 
complete file.

There I saw that I haven't looked carefully enough at the values in the text 
editor. They indeed have 4 decimal places. So that OOo's result is correct.

But then we have another different bug.

When I open a csv file in OOo then the values are cut to 2 decimal places. 
They should be shown completely with every decimal places at least if the 
cells are formatted as "Standard" which is the case when opening a csv file. 
This should be independent from the precision settings in the options.
