There is a delay of 60 seconds or longer when OO is 'Not Responding'. This applies to all open OO windows at the time, not just the one trying to launch the dialog. It is impossible to perform any task in any OO window until the dialog opens. After the delay, the templates dialog appears and everything works fine.
