Marking this issue as INVALID because it deals with different aspects of notes
(1 problem = 1 issue)

1) Anchor to page/paragraph.

I don't really see the gain that this feature would bring.
- to paragraph: no really difference with "to character" (current 
implementation). 
A note is always moving with the whole paragraph because the characters are
moving with the paragraph. You can write in a note "Please review again this
paragraph" while the note is anchored to character... it remains understable.

- to page: also here I miss a concrete example of what it may be good for...
When you edit a document, the text is moving, the context changes from page to
page. Anchoring a note to the layout (page) instead of to the context (the text)
would certainly cause nonsense when a chapter moves from page 1 to page 2...


Because of this: feel free to write a new issue for this but I don't think this
has a chance to be implemented. Acrobat is not a word proccessing software but
works more like a DTP programm and has a totally different layout concept.


2) Anchor to "Object" (image, drawing...)

Welll maybe more interesting than 1) but as most of the time drawings and
pictures inside a text document may have a caption, one can anchor a note to the
caption.

So please file another issue for this.


One can think about much more "cool" features (why not being able to insert
pictures or media files in notes, import/export notes from one document to
another, being able to build a table of notes...) but we have to concentrate
first on the "most used features" in this software category.
