this issue by no longer including the MS runtime files
(Microsoft.VC90.CRT.manifest, msvcm90.dll, msvcp90.dll, msvcr90.dll; resp. other
files depending on MS compiler version) in the three OOo layers, but instead
including them in installation sets in such a way that they are installed
system-wide during OOo installation.
