I would change my idea and say this instead : I had hard time finding how the suggestion system was working. So I guess making a new button on the main webpage called "For suggesting ideas to developers, please clic here" with a very simple explanation how to do so, would be easier for people who may not find the way like me. At end, that would prevent OOo from receiving very good suggestion.
