IMHO, this may not be a defect.
In Hyperlink dialog, it doesn't show the %ASCII, but when you CTRL-click it,
the special characters will change to %ASCII before browser send it out.
Even you input SPACE and special characters such as "{" in the URL bar of the
browser, after you press ENTER, the characters will change into %ASCII.
