The current behaviour is, that if the Office is closed with an open Extension
Manager, the Office becomes closed and the Extension Manager keeps open. So some
change has happened here.
If in this scenario no action has been started in the Extension Manager the
Extension Manager should get closed silenty, when the Office has been closed. 
If in this scenario the user has started an action in the Extension Manager, and
the Office was closed so that the Extension Manager keeps open, then it makes
sense to inform the user, that the action he has started will be finished before
the Extension Manager will close automatically.
