As we show a progress bar at a running action we don't need a further message
box.
So, if in this scenario no action has been started in the Extension Manager the
Extension Manager should get closed silenty, when the Office has been closed.
If in this scenario the user has started an action in the Extension Manager, and
the Office was closed so that the Extension Manager keeps open, then the action
in the Extension Manager will run until it has finshed. The dialog then is
closed automatically.
