Hi,
I don't understand why you are having problems with the hyperlink url. The rfc
standard specifies that characters which are not part of the US-ASCII character
set or unsafe to use have to be encoded.

This is the reason why special characters change to %ASCII before browser send
it out. Within the hyperlink dialog for convenience purposes special characters
can be displayed and entered without encoding. This is the same behaviour as
most other programs process hyperlinks.
