For one, it is registered in the Windows as residing in the Brand layer program directory, while it actually resides in the Basis layer program directory. For another, it depends on the uwinapi and stlport dlls, which reside in the URE layer bin directory, so are not found when Windows Explorer tries to load shlxthdl.dll.
