Removed the unnecessary dependency of shlxthdl.dll on uwinapi.dll. Installed
shlxthdl.dll into a fresh Basis layer program/shlxthdl sub-directory, together
with a copy of the stlport dll (from the URE layer bin directory). That way,
all dependencies of shlxthdl.dll can be found when it is loaded into Windows
Explorer, while the additional instance of the stlport dll cannot cause problems
for OOo (as it might have done if it was not placed into the fresh
program/shlxthdl sub-directory).
