The described behavior has nothing to do with "bullets & numbering".
OD->tab, MRU:
Since the beginning of OOo there exist the following feature:
If some text or the complete text from one paragraph is copied and pasted into
an empty paragraph, the empty paragraph will take over the paragraph style and
the paragraph attributes from the source paragraph.
I am not sure, if we want to remove a feature, which exists since OOo 1.0
Thus, resolving issue as INVALID, because intended behavior is described.
