POP 3 is a red herring! The problem I tried to describe is with internet access
generally. The failing elements:
1  Test Mail Settings - cannot connect with the outgoing mail server
2  Check for updates
3  Within Package Manager, Check for updated packages
all indicate a central point of failure that has absolutely nothing to do with
POP 3.
